Air and zoning rights

Each lot in Heliopoly comes with air rights for 25 floors; a building can rise to 100. Five floors on purchase, the rest over 20 days, and rights can be sold. Sammy Buildmore holds urban development. This is the telling we will remake later. Until then the original stays.
