- Chairman Cao — owns a glass factory. He manufactures a special crystal/glass component essential to spacecraft hulls and Bridge optics. Because Cao sells to anyone with money, even the Gangs of Narco City and Umbrax can build ships — his product is why the black-market evacuation routes exist at all. Not a villain; a businessman whose neutrality has consequences.
